Set in Fukushima in 2021, 17-year-old Akira Hirose has lost his mother to radiation illness and his father Tadashi, a nuclear plant worker, during decontamination work. Living in temporary housing, Akira becomes emotionally withdrawn, while his classmate Shinichi worries about him as Shinichi’s mother suffers from severe memory loss.

At a beach once shared with his mother, Akira meets surf shop owner Mitsuo, his wife Saki, and Yuji. Though repelled by their surfing in contaminated waters, Akira gradually opens up and finds a sense of belonging. When Mitsuo learns Akira wants to see his father, they search for him together.

Akira discovers Tadashi has committed suicide after radiation exposure. As Shinichi’s mother is diagnosed with PTSD and dementia, and Yuji dies from radiation effects, Mitsuo and Saki urge Akira to become part of their family. Overwhelmed by loss, Akira turns toward revenge, supported by those around him. What future awaits them remains uncertain.
